If you say of someone that the lights are on but nobody is at home, you think that although they seem to be normal or satisfactory, they are in fact very stupid or useless.

According to Mark Harrington, many projects are insufficiently co-ordinated or thought through: `You get the feeling that the lights are on but no one's at home.'
